List of Goods and Services Prohibited from Remote Sale via Online Transactions Using Bank Cards

1. Weapons, ammunition, military equipment, spare parts, components and devices for them; explosives, detonation means, all types of rocket fuel; special materials and equipment for their production; specialized gear for paramilitary organizations; and regulatory and technical documentation for their manufacture and operation.

2. Missile and space systems, military communication and control systems, and regulatory and technical documentation for their manufacture and operation.

3. Chemical warfare agents, protective equipment against them, and regulatory and technical documentation for their production and use.

4. Results of scientific research and design work, including fundamental exploratory studies related to the development of weapons and military equipment.

5. Services, work, and materials related to military service or paramilitary activities.

6. Any type of weapon, including hunting, civilian, and other arms; components; knives (except kitchen, pocket, and office knives); and ammunition.

7. Radioactive substances and isotopes, uranium, other fissile materials, and products containing them.

8. Waste materials containing radioactive substances.

9. Precious and rare earth metals, gemstones, and waste materials containing them.

10. X-ray equipment and any devices using radioactive substances or isotopes.

11. Poisons, narcotic drugs and psychotropic substances, and their precursors subject to control under the laws of the Russian Federation or other jurisdictions where the Merchant operates.

12. Ethyl alcohol and alcoholic beverages.

13. Prescription medications, as well as narcotic, psychotropic, and alcohol-based medicinal products (with ethyl alcohol content above 25%), and alcohol-based balms.

14. Medicinal raw materials derived from northern reindeer herding (e.g., antlers and endocrine raw materials).

15. Tobacco products, nicotine-containing products, hookahs, and devices for consuming nicotine-containing substances.

16. Encryption (cryptographic) equipment and regulatory documentation for its manufacture and use.

17. Counterfeit currency.

18. Foreign currency and other currency valuables; coins and banknotes of the Russian Federation in circulation.

19. Radio-electronic and specialized technical devices intended for covert information gathering; and high-frequency devices composed of one or more radio transmitters and/or their combinations, including auxiliary equipment designed for transmitting and receiving radio waves at frequencies above 8 GHz.

20. Materials and services that violate privacy rights, infringe on personal dignity, honor, or business reputation of individuals or legal entities; and content containing state, banking, commercial, or other protected confidential information.

21. State awards of the Russian Federation, RSFSR, and USSR, as well as their replicas.

22. Official identity documents, badges, passes, permits, certificates, travel documents, licenses, and other documents granting rights or exemptions; blank forms for such documents; and services related to their acquisition.

23. Cultural heritage objects of the peoples of the Russian Federation and archaeological heritage objects.

24. Human organs and tissues, as well as donor services.

25. Animals and plants listed in the Red Book of the Russian Federation or regional Red Books; parts and organs of such animals; and species protected by international treaties of the Russian Federation.

26. Skins and products made from the hides of rare and endangered species, as defined by current legislation of the Russian Federation.

27. Fishing nets and materials for their manufacture; services related to their production; electric fishing rods and animal traps prohibited for sale in the Russian Federation.

28. Extremist materials; content inciting mass unrest, terrorism, or extremist activity; calls for participation in mass public actions; or incitement of interethnic or interreligious hatred.

29. Items bearing Nazi symbols or symbols of organizations banned in the Russian Federation.

30. Counterfeit or stolen goods and property.

31. Databases, including those containing personal data that may facilitate unauthorized mass messaging (spam).

32. Intangible materials transmitted solely in digital form and not fixed on any physical medium (e.g., ideas, methods, principles).

33. Gaming equipment used for gambling; lottery equipment; services related to accepting bets in online gambling; acceptance of payments for lottery tickets, receipts, and other lottery participation documents; sale of virtual currency, and similar activities.

34. Vehicle registration documents and license plates.

35. Goods that infringe the intellectual property rights of third parties (including patents, trademarks, copyrights, etc.).

36. Investment services, operations involving money or cryptocurrencies, and goods/services marketed as guaranteeing income or profit.

37. Goods and services sold by multi-level marketing (MLM) organizations whose business model is based on building a network of independent distributors or sales agents.

38. Services and/or content of an intimate, erotic, or sexual nature; pornographic or erotic materials; and any access to pornographic content.

39. Goods/services that may be used to violate the current legislation of the Russian Federation.

40. Nonexistent goods or services, or those with no consumer value.

41. Transcendental services and alternative (non-traditional) medicine practices.

42. Services involving the replacement of licensed software or bypassing technical protection measures implemented by software/hardware rights holders (e.g., for smartphones, laptops, PCs, navigators).

43. Any other goods/services whose circulation is prohibited or restricted under Russian law, or that may negatively affect the reputation of the Bank and/or international payment systems.

44. Injectable drugs and solutions, as well as substances used in their preparation.

45. Services, work, or materials associated with occult organizations or sectarian activity.

46. Goods and services offered by companies operating as financial pyramid schemes.

47. Antiques.

48. Biologically active supplements (dietary supplements).

49. Online casino services, or casinos operating outside designated gambling zones established by the legislation of the Russian Federation, or located outside the Russian Federation.

50. Services for organizing and conducting gambling activities in betting shops outside the Russian Federation.

51. Brokerage services in financial markets or forex dealer services provided without a license from the Bank of Russia or outside the Russian Federation.

52. Digital financial assets and digital currencies located or operated outside the Russian Federation.
